Early 1931 Airmail Issues - the T.S. de C. Control Mark

In 1931 a quantity of missing stamps was discovered by the Tribunal Superior. The investigation faltered when a higher up was discovered shot to death by a bullet in the chest. As a result the control mark that follows was added. It is somewhat different from the control mark added to the regular issues.
